Tier 1: The High-Level Heavies (Execution Difficulty 7-9)
- Definition: These are the elite specialists. They are the Minibosses that players want to control.
- Gameplay: Hard to kill, expensive to hire, and essential for surviving the Dead Man’s Row gauntlet.
Tier 2: The Syndicate Fixers (Execution Difficulty 5-6)
- Definition: The Frontmen. Skilled in charisma, intelligence, and street smarts.
- Gameplay: Best for navigating the Architect’s legal traps or bribing guards.
Tier 3: The Associate Grunts (Execution Difficulty 1-4)
- Definition: The entry-level guys—the bottom feeders of the underworld.
- Gameplay: Cheap, disposable, and used primarily to soak up damage or lose turns so your main crew stays safe.
