The Silhouette: A slouched, weary figure who looks like he’s spent half his life hiding behind shipping containers. He has a nervous, shifty energy.
The Face: Pale, greasy skin with deep bags under his eyes. He always looks like he’s just stepped out of a fog bank, looking slightly sickly and perpetually damp.
The Wardrobe: A cheap, grease-stained grey suit that has seen better decades. It smells faintly of diesel, saltwater, and rotting bait.
The Trademark Item: He is rarely seen without a coil of heavy industrial rope or a rusted boat anchor—the tools of his disposal trade.
The Location: Lurking near the shipping containers, the dark corners of the pier, or his rusted-out boat.

The Origin: Sal has been a fixture of the harbor since the day he could walk. He’s never been smart or tough enough to climb the ranks, so he carved out a niche as the guy who makes “excess baggage” disappear into the deep. He knows every inch of the bay floor and every crooked cop on the harbor beat.
The Motivation: Survival. He’s at the bottom of the food chain and just wants to make enough scratch to keep his boat afloat and his head above water.
The Hook: “Whether he’s hauling contraband or disposing of ‘excess baggage,’ The Fish is a man you pay to forget.”
The Flaw: Cowardly. If the pressure gets too high, Sal will fold faster than a lawn chair. He’s slippery and hard to pin down, but he has absolutely no backbone when the heat is on.

Main Role: The Meat Shield (Passive). The Fish provides 100% protection to the Boss of his crew. If an opponent attempts to Whack the player, they are forced to target Sal first.
Specialist Skill: The Informant’s Tip (Active). They call him The Fish because he’s always got a big mouth. He doesn’t fight his own battles; he drops a dime and lets the law do the heavy lifting for him.
The Result: Once per game, Sal may target any opponent on the board. The Fish calls in a “tip” to the precinct, triggering a mandatory police interrogation. The targeted player must skip their entire next turn while they “clear things up” at the station.
Execution Difficulty (ED: 2): Sal is the easiest target on the board. To successfully Whack him, the attacker must spin a 3, 4, 5, 6, 7, 8, 9, or 10. If they spin a 1 or 2, the attempt fails (perhaps they slipped on some fish guts in the dark).
